JOB SUMMARY:

 

The Finance Manager/Controller plays a pivotal role in maintaining operational and administrative compliance with state gaming authorities, the U.S. Treasury, and Sarbanes-Oxley Act regulations. In this leadership position, the Finance Manager oversees the development, implementation, and maintenance of internal controls, internal control documentation, and internal control procedures, ensuring the safeguarding of the property’s assets. Responsibilities also include coordinating the annual budgeting process, monitoring expenses, and ensuring resource allocation aligns with the property’s objectives.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Maintain operational and administrative compliance with regulations imposed by state gaming authorities and the U.S. Treasury.
  • Maintain the property’s accounting and gaming equipment internal control submissions for adherence to Maryland Gaming Board regulations.
  • Develop, implement, and maintain internal controls for all systems related to safeguarding the property’s assets in compliance with Section 404 of the Sarbanes-Oxley Act.
  • Prepare and review internal control procedures and maintain internal control documentation.
  • Coordinate annual budgeting process and requests for capital expenditures to ensure the adequacy and reasonableness of resource allocation.
  • Monitor expenses to ensure consistency with the property’s objectives.
  • Maintain daily communication with managers on matter of staffing, work improvements, overall performance of each operating area, changes in internal control procedures, and any current concerns/challenges.
  • Monitor compliance with U.S. Treasury regulations regarding Currency Transaction Reporting by Casinos (CTR) and Suspicious Activity Reporting by Casinos (SARC) and Currency Transactions reported on IRS Form 8300.
  • Coordinate submission of requested information for audits by outside public accountants, the Maryland Gaming Board, and taxing authorities.
  • Maintain Sarbanes-Oxley internal control requirements.

OTHER DUTIES AND RESPONSIBILITIES:

  • Analyze and monitor department procedures to ensure efficiency.
  • Maintain close working relationships with all operational departments.
  • Provide information and guest service to internal and external guests and callers.
  • Provide professional representation at internal and external meetings and events.
  • Demonstrate ethical behaviors and decisions in keeping with Responsible Gaming and Code of Conduct commitments.
  • Performs other job-related duties as assigned by the Director of Finance.

SUPERVISORY RESPONSIBILITIES:

  • Assign duties and examine work of the department staff for exactness, neatness, and conformance to policies and procedures.
  • Develop and lead a high-performance team to include at least one internal successor to the Finance Manager role.
  • Create and an environment of mutual and reciprocal trust, respect, and confidence within the Accounting Department and when dealing with internal/external guests.
  • Reward, recognize, coach, and counsel department employees.
  • Prepare professional development plans for self and staff.
  • Maintain accurate and timely documentation of department employee performance and department incidents.
  • Implement policy, establish procedures, and develop personnel in keeping with corporate objectives.
  • Ensure that managers/supervisors schedule employees according to authorized headcount budgets.

QUALIFICATIONS:

Minimum Qualifications:

  • Minimum of 18 years of age.
  • Bachelor’s degree in accounting or finance and 5-6 years related experience and/or training, including a minimum of 2 years of managerial experience, or equivalent combination of education and experience.
  • Must be proficient with Microsoft applications, especially Excel and Word.
  • Working knowledge of Sarbanes-Oxley Act and PA Act 1 and its attendant regulations.
  • The ability to read, analyze, and interpret routine business documents.
  • The ability to respond effectively to sensitive inquires or complaints.
  • The ability to calculate figures and amounts, such as discounts, interest, commissions, proportions, and percentages.
  • Must be very detail oriented.
  • The ability to occasionally lift between 35-50lbs.
  • Must qualify for a license with the Maryland State Lottery Agency and meet any credentialling requirements of the Maryland Gaming Control Board.

Preferred Qualifications:

  • Demonstrated, extensive experience persuading and negotiating.
  • Demonstrated experience performing within specific deadlines or under pressure.
  • Demonstrated experience problem solving, organizing, and prioritizing work.
  • Demonstrated experience developing and managing budgets.

PHYSICAL DEMANDS:

 

While performing the duties of this job, the Team Member is regularly required to stand and use hands to finger, handle, or feel objects, tools, or controls. The Team Member frequently is required to reach with hands and arms and talk or hear. Specific vision abilities required by this job include close vision, color vision, and peripheral vision. The Team Member may occasionally lift and/or move between 35lbs and 50lbs, and must have the ability to push, pull, reach, bend, twist, stoop, stack, crouch, kneel and balance when performing job duties in varying work areas such as confined spaces.
